Hardly. Student abuse only accounts for a fraction of the drugs’ consumption. Doctors (pediatricians + consults/psychiatrists) misdiagnose ADHD each and every day. They’re so quick to throw Adderall and Ritalin/Concerta (chemically the same thing) at “patients” without thoroughly assessing the issue. 

The DEA regulates the supply of the active ingredients (dextroamphetamine, amphetamine, methylphenidate) which in turn gets manufactured by pharmaceutical corporations. Which explains the drug shortage contingency and current situation.

People have been allowed to blame their lackadaisical attitudes on non-existent conditions for years. As of 2010, 22.4 million active prescriptions for those meds were documented in the U.S. alone. Which is a staggering and alarming figure any way you look at it.
